Concept targets, not project results.

The question we begin with

How do urban finance and the way land value is managed affect residents’ lives?

Land value also grows through what surrounds it: transport, services and the work of a whole community. We want to better understand its role in how cities develop.

What we want to do

We are mapping knowledge about land value, municipal finance and the possible effects of different approaches. One topic under consideration is land value taxation, or LVT.

The first step is to define questions, available data, methods and limitations. We want to understand potential benefits alongside costs and effects on different groups of residents.

This is research scoping. We have not selected a pilot city or an implementation model. Conclusions should follow from evidence and analysis.
